(a) The Village acknowledges the need for strict and effective measures to minimize the criminal use of firearms. As a non-home rule municipality, the Village can only pass and enforce legislation as authorized by the Illinois Constitution, statutes of the State of Illinois, and applicable Federal and State judicial decisions. The Village further acknowledges that the regulation of gun shops is primarily the responsibility of ATF.
(b) Through administration of this chapter, the Village desires to help appropriate governmental and law enforcement authorities by enabling greater on-site monitoring of the sale of firearms by gun shops within the Village's corporate limits.
(c) The Village desires to prevent illegal gun trafficking by helping regulate gun shops within its jurisdiction to prevent the sale of firearms to straw purchasers.
(d) Compliance with the regulations set forth in this chapter is a prerequisite to obtaining and keeping a business license allowing the sale of firearms within the corporate boundaries of the Village.
