(a) It shall be unlawful for any person to conduct or operate a junk scavenger business within the Village of Richton Park, or engage in junk scavenging within the Village without first obtaining a junk scavenger license as required by this Chapter.
(b) It shall be unlawful for any licensed junk scavenger to collect or pickup any personal property that has been placed or apparently abandoned as junk personal property from any location within the Village of Richton Park without the authorization of the owner of such junk personal property, or without an express invitation from the owner of the premises on which the junk personal property is located to enter upon the premises and to collect and remove such junk personal property.
