(a) Each junk scavenger vehicle shall be a motorized truck or van duly licensed by the State of Illinois, or under the laws of another state, and identified as a junk scavenger vehicle in the junk scavenger’s license application. The use of any other vehicle by such junk scavengers is prohibited.
(b) No person owning, controlling or operating any junk scavenger vehicle used for the collection of junk in the Village shall cause or permit any such vehicle to be so loaded as to permit junk placed within the storage compartment of such vehicle to drop or fall out on any public way or place in the Village.
(c) Any person owning, controlling or operating a junk scavenger vehicle within the Village shall promptly stop and clean up any junk or other refuse as may drop or fall out of the vehicle onto any public way or other place in the Village.
(d) Each junk scavenger shall at all times while engaged in junk scavenging within the Village display a window placard in the junk scavenger vehicle in a form approved by the Village identifying the junk scavenger’s business name, address and junk scavenger license number.
