(a) “Junk” shall mean refuse, metals, construction materials, appliances, furniture, fixtures and similar items of personal property (individually and collectively referred to as "junk") that is placed at curbside, or left open and unattended on private property, and intended by the owner to be discarded as waste, refuse or abandoned personal property.
(b) “Junk scavenger” means any individual, business, entity, partnership or corporation that goes about the streets, alleys and public ways of the Village purchasing, collecting, acquiring or picking up refuse, junk, metals, construction materials, appliances, furniture, fixtures and similar of items of personal property (individually and collectively referred to as “junk”) placed at curbside or left unattended and apparently abandoned on private property. Notwithstanding the foregoing, the term “junk scavenger” as used in this Chapter shall not include any individual, business, entity, partnership or corporation that: (i) has received express permission or invitation from the owner of such personal property, or of the premises on or adjacent to which such junk is placed or located, to pick up and remove such junk; (ii) is removing old appliances or furniture from customer premises as a service in connection with the sale of new appliances or furniture; (iii) has been contracted by the Village to provide commercial solid waste collection and/or recycling service to the premises; or (iv) is a regulated public utility that is recycling energy inefficient appliances as a service to ratepayers.
