The provisions of this Chapter 818 do not apply to the following:
(a) Agencies or instrumentalities of the State of Illinois or of the United States, to units of local government, or their agents or representatives.
(b) Not-for-profit organizations that receive secondhand property for charitable purposes in which the individual receives no compensation.
(c) Auctions of secondhand property conducted by a licensed auctioneer.
