No secondhand dealer shall sell, dispose of, smelt, disassemble, destroy or remove from the place of business any article of secondhand property until he or she has kept such article intact and available for inspection in his or her licensed place of business for ten (10) calendar days. Notwithstanding this requirement, no secondhand dealer shall take apart, smelt, destroy, deface or remodel any article of secondhand property until he or she has documented his or her intent to do so in the records required under Section 818.06.
