(a) Every secondhand dealer shall prepare and deliver to a location or locations designated by the Chief of Police each Monday, or the following Tuesday if the Monday falls on a holiday, before the hour of 12:00 noon, a legible and correct copy of the records required in Section 818.06 of all secondhand property purchased by the dealer during the preceding week.
(b) The photographs required under Section 818.06 shall not be included in the records delivered to the Chief of Police, but must remain available for inspection and duplication by the Richton Park Police Department.
(c) The records required under Section 818.06, as well as all articles of secondhand property currently in the possession of the secondhand dealer, must be open for inspection by any member of the Richton Park Police Department at all times during the secondhand dealer's business hours.
