As used in this section, the following terms shall have the following meanings:
(1) "Audio-video equipment" includes, but is not limited to, any stereo, speaker, radio, video recorder, video camera, television, tape or disk player, telephone or satellite signal device.
(2) "Precious metal" means gold, silver, platinum or palladium or any other precious metal that is suitable for use in jewelry and that is not gold, silver, platinum or palladium.
(3) "Precious stone or gem" means any genuine diamond, emerald, ruby, sapphire or pearl, and any other precious or semi-precious gem, jewel or stone that is suitable for use in jewelry and that is not a diamond, emerald, ruby, sapphire or pearl.
(4) "Secondhand dealer" means any person who engages in the business of purchasing, selling, receiving, trading, consignment selling, or otherwise transferring for value any secondhand property.
(5) "Secondhand property" means any previously owned audio-video equipment, camera, computer equipment, GPS device, watch, precious metal, precious stone or gem, jewelry made of precious metal or made of precious stone or gem, bicycles and sporting or athletic gear or equipment. Secondhand property does not include audio-video equipment, cameras or computer equipment that are accepted for recycling at a commercial recycling center without any transfer for value.
