No person shall sell, trade, loan or give away any form, type or kind of fire extinguisher which is not approved by the Fire Chief or his or her authorized representative, which is not in proper working order, or whose contents do not meet the requirements of the Chief or his or her representative. This section does not apply to the sale, trade or exchange of obsolete or damaged equipment for junk, provided that such equipment is permanently disfigured or marked with a permanent sign identifying the equipment as junk.
