(a) Private residential swimming pools shall be constructed of any impervious material which will provide a tight, smooth, leakproof tank.
(b) The walls and floors of such pools shall be white or of a light-colored finish with easily cleaned surfaces.
(c) Permanent private residential swimming pools shall be engineered and designed to comply with the building codes of the Village where not in conflict with this chapter. Temporary private residential swimming pools shall be engineered and designed to withstand all anticipated forces to which they will be subjected.
(d) Every private residential swimming pool with a capacity of 5,000 gallons or more shall be equipped with a water recirculation and filtration system. Such equipment shall be capable of effecting one turnover of pool volume in twenty-four hours or less. The filter capacity shall be such that it need not be cleaned more frequently than once every two days under normal conditions of operation. The inlet supply fittings for the recirculation system shall be at the shallow end of the pool and below the normal water level. Outlet fittings shall be at the lowest point in the pool.
(e) Underwater lights shall be equipped with a grounded deck junction box. An independent, bare copper ground wire of an approved type shall be connected to an approved grounding terminal. All materials, including the entire electrical fixture, shall be listed by Underwriters' Laboratories for this class of service.
(f) There shall be one or more means of egress, in the form of steps, ladders or step holes, from each pool. The means of egress from all temporary pools shall be removable.
(g) No overhead electrical conductors shall be maintained within the immediate area of a private residential swimming pool. All metal fences, enclosures or railings near or adjacent to such pools, which might become electrically alive as a result of contact with broken overhead conductors, shall be effectively grounded.
(h) Swimming pool heaters and boilers, when installed, shall comply with the applicable requirements of the American National Standards Institute, the American Gas Association, the American Society of Mechanical Engineers, Underwriters' Laboratories or other nationally recognized testing agencies.
(i) Every permanent or temporary private residential swimming pool shall be enclosed with a solid or chain link-type or similar fence not less than four feet in height, complete with an approved self-latching gate.
(j) Every permanent private residential swimming pool shall have a walkway not less than thirty inches in width extending entirely around and abutting the perimeter of the pool. Grading of the pool area shall be such as to avert surface water from entering the pool.
(k) The Director of Community Development or his or her designee may recommend other construction standards, as are deemed necessary or advisable by related conditions, upon issuance of each permit required under this chapter.
