The purpose of this chapter is to adopt Division 31.1 of Article 11 of the Illinois Municipal Code and to provide for fair and efficient enforcement of Municipal Building, Electrical, Plumbing and Property Maintenance Codes, and other Municipal regulations, as may be allowed by law, through an administrative adjudication of violations of Municipal ordinances regulating building, electrical wiring and installations, plumbing and property maintenance within the geographic boundaries of the Municipality, a schedule of uniform fines and penalties and authority and procedures for collection of unpaid fines and penalties.
