(a) As a condition of approval of a final plat of development, a final plat of subdivision or a final plat of or special use permit for a planned unit development, each subdivider or developer will be required to pay a Richton Park Impact Fee of $7,119.00 per dwelling unit. The Impact Fee is based on the following breakdown of charges for municipal services:

(b) On January 1, 2005 and annually thereafter the Richton Park Impact Fee shall automatically increase by 4%.
