1440.01 PERMITS AND FEES GENERALLY.
   (a)   No permit to begin work for new construction, alteration, removal, demolition or other building operation shall be issued until the fees prescribed in this chapter are paid to the Village, nor shall an amendment to a permit necessitating an additional fee because of an increase in the estimated cost of the work involved be approved until the additional fee is paid.
   (b)   In applying the provisions of this Code with respect to new work, existing buildings, alterations and repairs, the physical value of the work and the square footage of the proposed structure shall be determined by the Director of Community Development or his or her designee, who shall accept an estimate furnished by the owner or his or her agent. The Director or his or her designee may require a certificate from a licensed architect or an affidavit from the owner or his or her agent of the total cost of the proposed work, or may make an estimate of the total cost. The Director or his or her designee shall not require both the certificate and the affidavit.
