1428.04 AMENDMENTS.
   The following sections of the National Electrical Code, as adopted in Section 1428.01, are hereby amended as follows:
   Registration of contractors. Any contractor engaged in the performance of electrical work with the Village shall be currently licensed with the Village and licensed per Illinois Municipal code 11-33-1. Prior to the issuance of any electrical permit, the contractor shall file with the Building Department; the registration number, name of authority issuing registration and current dates of validation.
   Permits: Permits for electrical work will only be issued to duly licensed electrical contractors. Electrical permit applications must be signed by the electrical contractor. Homeowners who can demonstrate their qualifications to perform electrical work described in the permit’s scope of work may obtain permit for that installation. The homeowner assumes any and all responsibility and liability for work performed. Work must follow all provisions of the electrical code and is subject to inspection and approval of the electrical inspector.
   Reconstruction: Where network or rewiring of any building or structure is 50% or more, then all wiring in the entire structure shall be installed as per the currently adopted code.
   Add Article 90.8 Wiring Planning (A)(2). New panelboards and load centers. Newly installed panelboards and load centers shall have 10% of circuit spaces available for future expansion.
   Amend Article 110.3 Examination, identification, installation, and use of equipment. (A) Examination. Delete section and replace with: Only that electrical equipment, appliances and devices which are listed and approved for use by an approved, independent testing agency (U.L.) shall be installed in the Village.
   Amend Article 110.5 Conductors. Delete section and replace with: Conductors normally used to carry current shall be of copper. The sizes given in this code shall apply to copper conductors. All provisions of this code contrary to this section shall be invalid. All conductors shall be installed in an approved metal raceway.
   Add Article 110.12(D) Abandoned wiring. All abandoned conduit, wire, or other electrical equipment and material must be removed. This includes low-voltage wiring, data processing cable, etc.
   Add Article 110.13(E) Inspection of mechanical work. All mechanical work must be completed and inspected before installation conductors.
   Add Article 210.5 Identification for branch circuits. Add section: (D) All three phase 120/240 volt services shall have phases marked (A) Black (B) red and (C) Blue.
   (E) All three phase 277/480 volt services shall have phases marked (A) Brown (B) Orange (C) Yellow with the neutral being of a gray color. Junction boxes shall be marked 277/480 with a permanent marker or approved sticker type products.
   Amend Article 210.8 Ground Fault Circuit Interrupter Protection for Personnel. Amend to apply to all structures.
   Add Article 210.8(A) Dwelling Units #9. Sun porches, 3-season rooms, screen porches and the like.
   Amend Article 210.52(G) Basements and garages. Delete section and replace with: For a one-family dwelling, at least one receptacle outlet, in addition to any provided for laundry equipment shall be installed in each basement. Where a portion of the basement is finished into one or more habitable rooms, each separate unfinished portion shall have a receptacle outlet installed in accordance with this section.
   For attached garages and detached garages:
   (1)   A separate 20-ampere circuit shall be provided for plug-in equipment and devices.
   (2)   A separate circuit shall be provided for overhead garage door(s).
   (3)   A separate circuit shall be provided for lighting. In addition there shall be at least one lighting outlet on the interior of the garage and at least lighting outlet on the exterior of the garage at the service entrance. A three-way garage switch shall be installed to control these outlets. A separate three-way switch required in dwelling to control exterior garage fixture.
   Add Article 210.53 Other than dwelling units receptacles. Receptacle outlets in offices or similar areas shall be installed as follows:
   (1)   Spacing. Receptacles shall be installed so that no point along the floor line in any wall space is more than 1.83m (six feet) measured horizontally, from an outlet in that space.
   (2)   Wall space. As used in this section, a wall space shall include the following:
         a.   Any space 610mm (two feet) or more in width (including space around corner) and unbroken along the floor line by doorways, and other similar openings.
         b.   The space occupied by fixed panels in the exterior walls, except sliding doors.
         c.   Hallways shall have at least one receptacle outlet installed every 3m(10 feet) or fraction thereof. As use in this subsection, the hall length shall be considered the length along the centerline of the hall without passing through a doorway.
   (3)   Floor receptacles. Receptacle outlets in the floor shall not be counted as part of the required number of receptacles outlets unless located within 457mm (18 inches) of the wall. Permanently installed electric baseboard heaters equipped with factory installed receptacle outlets or outlets provided as a separate assembly by the manufacturer shall be permitted as the required outlet or outlets for the wall space utilized by such permanently installed heaters. Such receptacle outlets shall not be connected to the heater circuits.
   Exception: Wall spaces inside of unoccupied spaces such as warehouses, bathrooms, storage rooms. Utility closets and other areas allowed by the authority having jurisdiction.
   Amend Section 210.70(A)(1) Habitable rooms. Delete section and replace with: At least one wall switch-controlled lighting outlet shall be installed in every habitable room, bathroom and exterior door. Said wall switch(es) shall be located at all entries to the room, hallway, stairway and the like.
   Requires lighting at exterior and all switches to be at all entries to the habitable space.
   Amend Section 220.14(A) Specific appliances or loads. Delete section and replace with: An outlet for a specific appliance or other load not covered in 220.14(b-1) shall be calculated based on the ampere rating of the appliance or load served. In addition, independent circuits shall be provided for each of the following appliances: electric range, electric oven, (if separate from the range), water heater, clothes washer, clothes dryer, garbage disposal, microwave, compactor, dishwasher, freezer, refrigerator, whole house vacuum, garage door operator, tubs with pumps, steam generators, built-in ironing, sump and ejector pumps, furnaces, air conditioners, permanently connected heating appliances rated at one thousand watts or more, including motors rated at one-quarter horse power and over.
   Amend Section 225.10 Wiring on Buildings. Delete section and replace with: All conduit installed on the exterior of any building, sign or pole shall be rigid galvanized metal conduit, galvanized intermediate metal conduit or rigid aluminum conduit. However, rigid aluminum conduit shall not be used where exposed to mechanical damage. At no time shall rigid aluminum conduit be installed between grade and six feet above grade level where vehicular traffic is present or could be present. In these areas, the use of rigid galvanized metal shall be approved.
   Amend Section 230.43 Wiring methods for 600 volts, nominal or less. Delete section and replace with: Rigid metal conduit or intermediate metal conduit is required for all service entrances.
   Amend Article 230.44 Cable trays. Delete section with no replacement.
   Add Article 230.70 General (A) Location. Add no more than ten feet of service entrance conductor shall be allowed unless protected by an exterior over current protection device.
   Amend Article 230.79 Rating of service disconnecting means (C) One-family dwelling. Add: One-family dwellings, 2,500 - 3,500 square feet shall have a minimum size electrical service of 200 amperes or greater. One-family dwellings over 3,500 square feet shall have a minimum size electrical service of 400 amperes or greater.
   Add Article 230.79 Rating of service disconnecting means (E) multi-family dwelling services. The service size shall be determined according to NEC Article 220. Each unit in a multi-family dwelling shall have a minimum one hundred amp main disconnect, with at least ten branch circuit openings.
   Add Article 230.79 Rating of service disconnecting means (F) residential service revisions. All residential service revisions shall have a minimum 100 amp main disconnect with at least 20 branch circuit openings.
   Amend Article 300.4 Protection against physical damage. Delete section (A)(2) notches in wood.
   All holes shall be bored (drilled).
   Amend Section 300.24 Abandoned raceways, cables and wiring. All abandoned conduit, low voltage wiring, fire alarm wiring and electrical equipment shall be removed from all ceilings, wall and floor areas.
   Amend Article 310.2(B) Conductor material. Delete section and replace with: Conductors in this article shall be of copper and capable of withstanding the load connected.
   Amend Article 312.10(C) Nonmetallic cabinets. Delete in it entirety with no replacement.
   Required metal cabinets.
   Amend Article 314.27(A) Boxes at Luminaire (lighting fixture) outlets. Delete article and replace with:
   (1)   Boxes used at luminaire (lighting fixture) or lampholder outlets shall be designed for the purpose. At every outlet used exclusively for lighting, the box shall be designed or installed so that a lighting fixture may be attached.
   (2)   For dwelling units, all junction boxes roughed in for ceiling openings in bedrooms, family room, living rooms, dining rooms, kitchens, dens, foyers and other rooms or areas where ceiling fans are commonly installed, shall be installed so as to provide adequate support for ceiling fans and shall be listed for this purpose.
   Amended to require adequate support for ceiling fan (or future ceiling fan) in all rooms where fans are commonly installed.
   Delete Article 320 Armored Cable Type AC. Delete Article with no replacement.
   Delete Article 322 Flat Cable Assemblies: Type FC. Delete Article with no replacement.
   Delete Article 324 Flat Conductor Cable: Type FCC. Delete Article with no replacement.
   Delete Article 330 Metal-Clad Cable: Type MC. Delete Article with no replacement.
   Delete Article 332 Mineral-Insulated, Metal Sheathed Cable: Type MI. Delete Article with no replacement.
   Article 334 Nonmetallic Sheathed Cable: Types NM, NMC and NMS. Delete Article and replace with: The use of nonmetallic sheathed cable is prohibited except for temporary wiring in accordance with NEC Article 590 or low voltage lighting systems less than 30 volts in accordance with NEC Article 411.
   NEC ARTICLE 336 - NONMETALLIC-SHEATHED CABLE (Amended)
   336-4. Prohibited. The use of nonmetallic sheathed cable is hereby prohibited and any reference to said cable is invalid and inapplicable.
   Delete Article 338 Service Entrance Cable: Types SE and USE. Delete Article with no replacement.
   Delete Article 340 Underground Feeder and Branch Circuit Cable: Type UF. Delete Article with no replacement.
   Amend Article 348.10 Uses permitted. Delete Article and replace with flexible metal conduit shall be permitted to be used in exposed and concealed locations only where necessary to fish through existing partitions or where use of EMT is not feasible, and shall terminate into an approved metal raceway system or junction box within 1m (3 ft.) of exposure.
   Amend Article 352.10 Uses permitted. Delete Article and replace with: The use of rigid non-metallic conduit shall be permitted under th following conditions.
   1.   Underground installations. For underground installations, see 300.5 and 300.50. Conduits listed for the purpose shall be permitted to be installed underground in continuous lengths from a reel. The conduit must transition into any approved metallic conduit before becoming exposed or subject to physical damage.
   Article 358.12 Uses not permitted. EMT shall not be used under the following conditions:
   Add #7. EMT shall not be installed underground.
   Add #8. EMT shall not be permitted in wet locations.
   Add #9. EMT shall not be installed in concrete.
   Delete Article 362 Electrical non-metallic tubing type ENT. Delete article with no replacement.
   Delete Article 394 Concealed knob and tube wiring. Delete Article with no replacement.
   Delete Article 398 Open wiring on insulators. Delete Article with no replacement.
   Add Article 404.19 Fire alarm and burglar alarm. In commercial and industrial installations, all switches for fire alarms and burglar alarms shall be equipped with mechanical lockouts to prevent an accidental turn off of circuits.
   Add Article 410.10 Sump and ejector pump lighting. Sump pump or ejector pump locations must be illuminated.
