1420.04 AMENDMENTS.
   The following sections of the International Building Code, as adopted in Section 1420.01 are hereby amended as follows:
   Any reference to the International Plumbing Code shall be replaced with the 2014 Illinois Plumbing Code, current edition.
   Any reference to the International Electrical Code shall be replaced with the 2017 National Electric Code, as amended.
   2018 Energy Conservation Code
   Any reference to ICC/ANSI A117.1 shall be replaced with the 2018 State of Illinois Accessibility Code, or the current edition.
   Section 101.1 Title.
   Insert: “Village of Richton Park.”
   Section 105.1.3 Work without a permit.
   Revise to add: “work commenced without a properly issued permit for the work being performed shall be stopped immediately and not allowed to recommence until a permit has been issued and any fines are paid.”
   Section 105.1.4 Fines.
   Revise to add: “Fines for work without a permit shall be double the cost of the permits required. Fines for unregistered contractors or subcontractors shall be double the cost of registration.”
   Section 105.2 Work exempt from permit.
      Building:
      #1 Revise to Replace “120” with “60.”
      #2 Revise to delete entire sentence.
      #3 Revise to delete entire sentence.
      #5 Revise to delete entire sentence.
      #6 Revise to delete entire sentence.
   Section 105.5 Expiration.
   Revise to read: “Every permit issued shall become invalid unless the work on the site authorized by such a permit is commenced within one year from the date of issuance or if the work authorized on the site by such permit is suspended or abandoned for a period of 180 after the time the work has commenced. The building official is authorized to grant, in writing, one or more extensions of time, for periods not more than 180 days each. The extension shall be in writing and justifiable cause demonstrated. A new submittal is required if the permit expires without the benefit of an extension.”
   Section 107.1 Submittal documents.
   Revise to read: “Construction documents, special inspection and structural observation programs, and other data shall be submitted with each application for a permit, two full set of plans and one electronic copy of plans. The construction documents shall be prepared by a registered design professional, registered in the State of Illinois. Where special conditions exist, the building official is authorized to require additional construction documents to be prepared by a registered design professional. All truss design drawings shall be submitted at the time the permit is issued.”
   Section 107.3.4 Design professional in responsible charge.
      Second paragraph of 107.3.4.1
      Revise to add: “General submittals shall include final approval of code compliance and state design by design professional in responsible charge.”
   Chapter 2 Definitions.
   Revise to add: “Renovation/Remodeling. Any interior work being done on an established commercial business for which a building permit is required.”
   Section 501 Scope.
      Section 501.2 General Building Heights and Areas.
      Revise to add: “The Village of Richton Park Zoning Ordinance shall have precedence on the height and area restrictions allowed in the Village. This code shall be used to harmonize the intent.”
   Section 502.1 Address identification.
   Revise to delete “or alphabetical letters” and replace with “The numeric designation shall be properly lighted and permanently attached to the building. Rear doors shall display minimum four-inch numeric designation and shall be properly lighted.”
   Section 706.6 Vertical continuity.
      Exception 4.3
      Revise to delete: “fire-retardant-treated wood” and replace with “approved noncombustible materials.”
   Section 708.2 Materials.
      Section 708.2.1.
      Revise to add: “All structures of Residential Group R must be constructed of concrete/masonry material. Interior wall thereof separating units or apartments shall be of concrete/masonry material to afford a two-(2) hour fire-resistance rating.”
   Section 708.3 Fire -resistance rating.
   Revise to delete: Exception 1.
   Section 711.2.4.3 Dwelling units and sleeping units.
   Revise to delete: “1-hour fire resistance rated” and replace with “concrete/masonry”.
   Section 903.2 Automatic Sprinkler Systems.
   Revise to read: “An approved automatic sprinkler system shall be provided in new commercial buildings and structures without regard to Use Groups. Sprinkler system shall be designed to meet the requirements of particular Use Group.”
   Section 907.2 Where required new buildings and structures.
   Revise to read: “Where required - all new buildings, remodeled and renovated existing buildings. A monitored automatic fire detection system shall be installed and maintained in full operational condition in all Use Groups in this code.”
   Section 907.5.2.2 Emergency voice/alarm communication system.
   Revise first sentence to read: “Emergency voice/alarm communication systems required by this code shall be designed and installed in accordance with NFPA 72 and the State of Illinois Smoke Detector Act.”
   Section 1011.2 Width and Capacity.
   Revise to delete: Exception #4.
   Section 1015.2 Where required.
   Revise to delete: “30" inches” and replace with “three risers or eighteen 18 inches” in first and third sentences.
   Section 1030.1 General.
   Revise to delete: Exceptions #1 and #3.
   Chapter 11 Accessibility.
   Revise to delete Chapter 11 in its entirety. For accessibility requirements, see the 2018 Illinois Accessibility Code, or the current edition.
   Section 1207.2 Minimum ceiling heights.
   Revise to delete: Exception #2.
   Section 1208.1 Crawl Spaces.
   Revise to delete: “20 inches by 30 inches” and replace with “24 inches by 30 inches.”
   Section 1208.2 Attic Spaces.
   Revise to delete: “20 inches” and replace with “22 inches.”
   Section 1505.1 General.
   Revise to delete the wording “In addition, fire-retardant-treated wood roof covering shall be tested in accordance with ASMD 2898” and replace with “Fire-retardant-treated wood roof covering shall not be permitted within the Village.”
   Section 1507.2.8.2 Ice dam membrane.
   Revise to delete: “Where required” replace with “Ice barriers are always required and shall comply with Section 1507.1.2.”
   Section 1612.3 Establishment of flood hazard areas.
   Insert jurisdiction: Cook County, Illinois.
   Insert date: November 6, 2000, or most-recent edition of engineering report.
   Section 1807.1 Foundation walls.
   Revise to delete: Sections 1807.1.3, and 1807.1.4
   Section 1807.1.5 Concrete and masonry foundation walls.
   Revise to delete: “and masonry” in section and Exception.
   Section 1807.1.6 Prescriptive design of concrete and masonry foundation walls.
   Revise to delete: “and masonry” in section.
   Section 1807.3 Embedded posts and poles.
   Revise to delete entire section.

   Revise to delete section in its entirety.
   Section 1809.12 Timber footings.
   Revise to delete section in its entirety.
   Section 2304.12.1.2 Wood supported by exterior foundation walls.
   Revise end of first sentence to read, “except that all sill plates shall be of pressure-treated wood.”
   Section 2308.5.1 Size, height and spacing.
   Revise second sentence to read: “studs used in bearing walls and partitions shall not be less than two inches by four inches nominal and sixteen inches on center.”
   Chapter 27 Electrical.
   Revise to read: “The adopted 2017 National Electrical Code, as amended and Chapter 1428 of the Codified Ordinances has precedence over the International Building Code.”
   Chapter 29 Plumbing.
   Revise to read: “The adopted 2014 Illinois Plumbing Code, or current edition, and Chapter 1427 of the Codified Ordinances has precedence over the International Building Code.”
   Section 3409.2 Applicability (Compliance Alternatives).
