Any person aggrieved by a decision of the Police Chief or his or her designee, under this chapter, shall have the right to appeal to the Village Manager. Such appeal shall be taken by filing with the Village Manager, within ten days after the action complained of, a written statement under oath setting forth specifically the grounds for the appeal. The Village Manager shall thereupon set the time and place for a hearing on such appeal, and notice of such hearing shall be given to the alarm user and the Police Chief. The decision of the Village Manager on such appeal shall be final.
