No permit shall be revoked or suspended without the Police Chief having first notified the alarm user, in writing, of grounds for such revocation or suspension, and without the Chief first giving the alarm user an opportunity to request a hearing before the Chief or his or her designee to show why such permit should not be revoked or suspended.
