1062.12 AUTOMATIC PROTECTION DEVICES; OPERATIONAL REQUIREMENTS.
   (a)   The operational requirements set forth herein apply to any automatic protection device that is keyed to a special or operator trunk line, either through a direct line connection of a telephone or without such a direct connection, but by a mechanism that utilizes the microphone of a telephone for transmitting messages.
   (b)   Automatic protection devices installed on premises of any kind in the Village or in the protection area, that are keyed to a special or operator trunk line, shall meet minimum operational requirements as follows:
      (1)   The content of the type of recorded message to be transmitted by such device must be intelligible and must advise of the nature of the alarm. The applicant shall file a copy of said message with the Chief of Police.
      (2)   No recorded message shall be delivered to the Police Department more than three times as the result of a single stimulus of the sensory mechanism.
      (3)   The length of time for transmitting the recorded message must not exceed fifteen seconds.
      (4)   The time gap between delivery of each recorded message must not exceed five seconds.
      (5)   Each such device shall be programmed to first dial the Police Department, using the unlisted number assigned for that purpose. The device shall next dial a number, selected by the applicant, such second number being that at which a person having a key to the building where the alarm is installed can normally be found.
      (6)   All components comprising such a device must be maintained by the alarm user or lessee in good repair to assure reliability of operation.
