No cesspool, septic tank, sewage tank or privy shall be constructed on property to which a public sewer is accessible. The use of any such private sewage disposal system already constructed on property to which a public sewer is or becomes accessible shall be discontinued. Any such private sewage disposal system that is abandoned shall be cleaned out to within not less than twenty-four inches of the ground surface, and refilled with earth, cinders, ashes or similar material.
