(a) All water taken from a Village water main or fire hydrant and used for construction purposes shall be metered, and records of such usage shall be maintained by the Village. Water usage shall be billed to the user based upon the rates described in Section 1044.01.
(b) No person who wishes to use water for construction purposes shall use any water from the Village water main or a fire hydrant without first making an application to the Village for such use and obtaining a Village-owned water meter to be connected to the unmetered source of water. Such application shall be accompanied by a cash deposit of one hundred fifty dollars ($150.00). The deposit shall be returned to the applicant upon the return of all water meters in good working condition and the prompt and complete payment of all water charges.
(c) All costs incurred by the Village for the repair or replacement of meters damaged during the course of their use shall be the total responsibility of the user.
