All new buildings with basements, floors, rooms or occupancy areas below ground level at the building site and served by a public or private sewerage system shall have overhead plumbing. No building permit application shall be accepted, nor any permit issued, for construction of any structure, unless plans and specifications therefor provide for overhead plumbing as required in this section.
