(a) No person shall make any connection to the water mains or the sewer mains of the waterworks and sewerage system, except upon written application to the Department of Public Works and upon the issuance of a permit by the Department for such connection. (Adopting Ordinance)
(b) A person who wishes to open, close or otherwise operate a water main valve, including a fire hydrant, on the water distribution system for any purpose, including making connections or testing new installations of such system, must first obtain written permission to operate such valves from the Director of Public Works. In addition, the Director may require a reasonable bond to be posted to cover performance or to cover foreseeable damages which might arise out of such operation of any water main valve.

(c) The applications for the permit required in subsection (a) hereof and the permission required in subsection (b) hereof shall state the name of the applicant, the permit or permission desired, the location to be used and the fee to be paid, and each application shall contain such additional information as may be needed for the proper guidance of the Village officials in the issuing of the permit or permission.
