(a) A public utility service entering any residence or building structure in the Village shall be underground from the source of supply to the meter of such structure.

(b) A public utility service which is the source of supply from a public utility shall be underground when the same is in the Village, except at the source and only when the source is water storage.

(c) Any public utility which is moved or altered in any way other than for a minor repair shall be subsequently routed underground.
