(a) Required. No person shall construct, replace or repair any sidewalk, curb or driveway without first obtaining a permit therefor from the Village Manager after approval by the Village Engineer.
(b) Issuance Limited to Licensed Contractors. Such permit shall be issued only to a sidewalk or paving contractor duly licensed by the Village.
(c) Engineer to Determine Specifications. Upon issuance of the permit, the Engineer shall ascertain the grade and set the necessary grade stakes showing the manner in which the sidewalk shall be contructed.
