1024.11 ACCESS TO FIRE HYDRANTS.
   Free and unobstructed access to all fire hydrants and water valves shall be maintained at all times. No material of any kind shall be placed within ten feet of any fire hydrant, and no more excavations shall be made than are absolutely necessary.
