1024.10 BRIDGES, WALKS AND PASSAGEWAYS AT EXCAVATIONS.
   (a)   Passageway Over Excavation. Where an excavation is made entirely across any street, alley, sidewalk or other public grounds, whether paved or unpaved, a substantial walk or driveway bridge shall be maintained across the excavation by the person making the excavation. Such walk or bridge shall be subject to the approval of the Village Engineer.
   (b)   Clean and Unobstructed Passage Required. A person who makes an excavation shall at all times keep open and maintain, in the street, sidewalk, alley or other public grounds, a good, clear, safe and unobstructed passageway for water, vehicles and pedestrians, and shall roof or bridge over the passage in accordance with the direction of the Engineer.
