(a) In making an excavation or improvement in or to any street, sidewalk, alley or other public grounds, all material or earth removed and new material necessary for repairs or for new work shall be handled in a safe manner and placed where it causes the least possible inconvenience to the public.
(b) No such material or earth shall be scattered over the surface of the pavement.
