In all cases in which a person performs work, either under contract with the Village or by virtue of permission from the Board of Trustees, such person is liable to the Village for every loss or damage which the Village sustains and for all sums which it has to pay to a person by reason of loss or injury sustained in consequences of carelessness or negligence in doing the work or by reason of neglect or failure to comply with any of the provisions of the ordinances of the Village.
