As used in this Title Two of Part Ten - the Streets, Utilities and Public Services Code:
(a) "Alley" means a public thoroughfare which affords only a secondary means of access to abutting property.
(b) "Board of Trustees" means the Board of Trustees and its President.
(c) "Pavement," "paving" or "paved" means and includes street surfacing of any of the following types: one course concrete, asphaltic wearing course on a base course; one course asphaltic concrete, brick wearing course on a base course; or a similar type of surfacing.
(d) "Primary contractor" means a general contractor who undertakes the performance of a construction contract which involves any type of change in the present condition of real estate.
(e) "Property owner" means a person who has sufficient proprietary interest in the real estate that is being improved or who has any type of construction work being done on it.
(f) "Sidewalk" means any portion of a street, between the curbline and the adjacent property line, intended for the use of pedestrians, excluding parkways.
(g) "Street" includes streets, avenues, boulevards, roads, alleys, lanes, viaducts and all other public ways in the Village and all areas thereof embraced between the property lines and dedicated to the public use.
(h) "Village Engineer" means the Village Engineer or his or her representative.
