(a) Posting. A licensee shall conspicuously post and display at all times, in every taxicab licensed under his or her name, so as to be visible to passengers therein, a card or sign setting forth the rates of fare for the use of such taxicab. The posted rates of fare shall be identical with those shown on the certificate of public convenience and necessity.
(b) Overcharging. No passenger in a taxicab shall be charged a fare at a rate other than those shown on the card or sign required in subsection (a) hereof.

(c) Receipts. Every taxicab driver licensed under this chapter, when requested by a passenger, shall issue a receipt for his or her fare, showing the date, the name of the licensee and the amount of fare paid, and signed by the driver.

(d) Refusal to Pay; Defrauding Drivers. No person shall refuse to pay the legal fare of a taxicab after having hired it. No person shall hire a taxicab with the intent to defraud the person from whom it is hired of the value of the service.
