As used in this chapter:
(a) "Driver" means a person who actually drives a taxicab.
(b) "Identification data" means the following:
(1) When applied to a taxicab, the following items of information:
A. The maker, model and year of manufacture of the taxicab;
B. Its engine number;
C. Its serial number;
D. Its Illinois State certificate of title number and license number; and
E. The number of passengers capable of being accommodated therein at one time; and
(2) When applied to a driver, the following items of information:
A. The full name of the driver;
B. His or her present residence address;
C. His or her residence address for the three years past;
D. His or her age, color, height and weight and the color of his or her eyes and hair;
E. His or her citizenship and marital status;
F. The date and place of convictions of felonies or misdemeanors, if any, and a statement of the nature of the offenses for which the driver was convicted;
G. Whether or not he or she has ever been previously licensed as a driver and, if so, when and by what authority;
H. Whether or not his or her license has ever been revoked or suspended and, if so, for what cause; and
I. His or her State motor vehicle operator's license number.
(c) "Licensed driver" means a person who has been properly identified by a licensee and authorized to drive a licensee's taxicabs under a certificate of public convenience and necessity in accordance with this chapter.
(d) "Licensee" means a person in whose name a certificate of public convenience and necessity has been issued by the Village Manager for the operation of taxicabs.
(e) "Standard number of taxicabs" means the next whole number larger than the quotient obtained on dividing, by 100, the number of occupied family dwelling units in the Village, as determined from time to time by the Manager, except that in no event shall the standard number of taxicabs be less than six.
(f) "Taxicab" means a vehicle transporting passengers for remuneration for which patronage is solicited publicly. "Taxicab" does not include the following:
(1) Vehicles operating on established routes which are regulated by the Illinois Commerce Commission;
(2) Vehicles rented to be driven by the renter or his or her agent, commonly known as rent-a-cars;
(3) Vehicles operated solely as funeral cars or ambulances; or
(4) Vehicles owned and/or operated by any unit or agency of the Federal, State or a local government.
