This chapter does not apply to:
(a) A car lot operated by a new car dealer for the purpose of displaying his or her cars and offering them for sale;
(b) A person operating a business who provides parking space free of charge to bona fide employees or customers; or
(c) A lessee of lands owned by the Village where such lands are not leased for the purpose of public parking but are used as an adjunct to the conduct of the lessee's business.
