(a) Maintenance. Every operator of a parking lot licensed under this chapter shall keep the sidewalks surrounding the premises free from dirt, ice, sleet and snow, and shall keep the sidewalks and driveways in a safe condition for the travel of pedestrians.
(b) Construction of Surface. The surface of such parking lot shall be constructed so as to prevent retention of water thereon.
(c) Distribution or Placement of Handbills. No person shall distribute literature or place handbills in or upon any vehicle while parked in such a parking lot.
(d) Loading and Unloading Passengers; Obstruction of Public Way. The loading or unloading of passengers or drivers of vehicles across or upon a public sidewalk is prohibited, and no operator or employee of a parking lot licensed under this chapter shall receive or deliver a vehicle at or to a location outside the property line of the parking lot in such a way as to block any sidewalk or street.
(e) Use of Lot by Vendors. No licensee under this chapter shall sublease or otherwise permit any licensed parking lot or public garage or portion thereof to be used by any vendor of goods, wares, merchandise or services for the conduct of such vendor's business unless the same is conducted in a permanent building or structure licensed by the Village for that purpose. This subsection shall not be construed to prohibit the maintenance and use of cigarette, candy and soft drink vending machines on or in any licensed parking lot or public garage.
