As used in this chapter, "parking lot" means any plat, piece or parcel of land used for the purpose of storing motor vehicles where the owners of such vehicles or persons storing them are charged a fee for such storage. "Parking lot" includes such plats where shelters that are not completely enclosed are erected, which shelters are open to the general public.
