All licensed premises shall be periodically inspected by the designated building official or his duly authorized representative for safety of the structure and adequacy of plumbing, ventilation, heating, illumination and fire protection, as provided by Chapter 804 of the Business Regulation Code. In addition, the premises shall comply with the following regulations:
(a) Floors shall be free from any accumulation of dust, dirt, refuse or slippery substances;
(b) All equipment, used in the under-age establishment, including but not limited to equipment used to serve food or beverages, shall be maintained in a clean and sanitary condition;
(c) There shall be a separate lavatory designated for use by males and females, and members of one sex shall not be permitted to enter a lavatory designated for the opposite sex.
