No person, firm or corporation shall engage in, conduct or carry on, or permit to be engaged in, conducted or carried on, the business of an under-age establishment within the Village without first having obtained an under-age establishment license issued by the Village pursuant to the provisions of this chapter for each and every premises used for the purpose of conducting the business of an under-age establishment. The applicant for such license must be twenty-one years of age or older.
