(a) No company, corporation or association, not incorporated under the laws of the State, shall engage in effecting fire insurance, or transact any business of fire insurance, in the Village, which company, corporation or association has failed to comply with any of the provisions of this chapter, without fully complying with such provisions.
(b) Subsection (a) hereof shall not relieve any such company, corporation or association from the payment of any risk that may be undertaken in violation of this chapter.

(c) No insurance agent in the Village shall have any insurance business or dealings with any company, association or corporation, not incorporated under the laws of the State, which has not reported or made payments, as provided in this chapter, until it has complied with all the requirements of this chapter.
