(a) An application for the license required by Section 828.02 shall be made in conformity with the general license application requirements of Chapter 802. The applicant shall specify the location of the building, structure, premises, enclosure or other place where he or she proposes to operate the filling station and the capacity in gallons of every container or tank installed or to be installed upon the premises.
(b) Every such application shall be approved by the Chief of Police and the Fire Chief before the license is issued.
