As used in this chapter:
(a) "Cigarette" includes any smokers' article commonly known as a cigarette.
(b) "Cigarette papers" includes any small papers used for the making of cigarettes.
(c) "Cigarette wrappers" includes all wrappers which are or can be used for the wrapping or making of cigarettes.
(d) "Self-service displays" means open displays of tobacco or cigarette products and point of sale tobacco or cigarette promotional products that the public has access to without the intervention of a store employee.
