The grantee shall maintain a business and maintenance facility in the Village which shall be open during normal business hours. Such office shall have a publicly listed telephone and shall be so operated that complaints and requests for repairs or adjustments may be received and processed with a minimum of delay. Provision shall also be made for telephonically receiving service interruption calls on a twenty-four hour basis.
