(a) Within sixty days after the effective date of the franchise agreement, the grantee shall apply to the Federal Communications Commission for a certificate of compliance and shall pursue the same with due diligence. The grantee is not obligated to commence construction under this chapter until receipt of the certificate, but is obligated to complete the following components of the system within the following maximum intervals:
(1) The completion of the headend and twenty percent of the system contemplated in the franchise ordinance, within twelve months after certification by the Federal Communications Commission;
(2) The initiation of local origination, within eighteen months after such certification;
(3) The initiation of institutional service on the institutional cable network within eighteen months after such certification;
(4) The completion of system construction and the availability of service to all potential subscribers in the Village, within two years after such certification;
(5) The completion of 100 percent of the system in areas annexed after the date of certification, within twelve months from the date that service is available; and
(6) The installation of suitable cable in new subdivisions as other utilities are installed pursuant to the subdivision regulations and other development standards of the Village. Cable service shall be offered to such new subdivisions within twelve months of issuance of the first residential occupancy permit.
(b) The timetable in subsection (a) hereof shall be automatically extended by days actually lost for good cause, except that if an extension exceeds a cumulative total of thirty days, a written claim therefor must be submitted to and approved by the Board of Trustees.
(c) The pattern of service extension contemplated in paragraphs (a)(1), (3), (4), (5) and (6) hereof shall be based on system design and construction conditions and shall be otherwise nondiscriminatory.
