The grantee shall extend its cable television system and offer services to all existing and potential subscribers living in the franchise area at the time a franchise grant has been awarded. However, for any territory which may be annexed thereafter to the immediate boundaries of the franchise area, the grantee shall extend the system and offer service to all potential subscribers in any area within the annexed territory with a minimum density of forty dwelling units per cable mile. Whenever the density is less than forty dwelling units per cable mile, connection rates may be charged by the grantee at a rate which reflects the additional costs of extending the system.
