The grantor is responsible for regulation in the following areas:
(a) Administering and enforcing the provisions of the cable communications system franchise;
(b) Coordinating the operation of government and educational channels;
(c) Establishing procedures and standards for institutional operations and services, use of dedicated channels and sharing of public facilities;
(d) Planning expansion and growth of cable services in the Village;
(e) Analyzing the possibility of integrating cable communications with other Village, State or regional telecommunications policies for the Village;
(f) Formulating and recommending long-range telecommunications policies for the Village; and
(g) Collecting the designated franchise fees.
