(a) This chapter shall be known as the Richton Park Cable Communications Enabling Ordinance.
(b) The purpose of this chapter is to:
(1) Provide for the franchising and regulation of cable television systems in the Village;
(2) Provide for the payment of a fee and other valuable consideration to the Village for the construction and operation of cable television systems;
(3) Provide for the regulation, by the Village, of the rates to be charged to subscribers for cable television service;
(4) Provide for the development of cable television as a means to improve communication between and among the residents and public institutions of the Village; and
(5) Provide remedies and prescribe penalties for the violation of this chapter and the franchises granted hereunder.
