806.32 TRAINING FOR THE INTERVENTION PROCEDURES BY SERVERS OF ALCOHOL PROGRAM.
   (a)   In order to reduce the number of deaths and injuries caused by drivers under the influence of alcohol, the Village requires training for servers of alcohol.
   (b)   All new and renewed licenses shall be accompanied with proof of completion of a “Beverage Alcohol Sellers and Servers Education and Training” (BASSET) program for persons who sell or serve alcoholic beverages pursuant to such licenses. The Liquor Commissioner reserves the right to require other training or additional training for temporary liquor license holders.
   (c)   A State certified TIPS training program shall be defined as a program developed by the Health Education Foundation, Inc., Washington D.C. Successful completion of TIPS shall be defined as participating in a full training course and successful completion of the certification exam.
   (d)   After July 10, 1994, any new employee, manager or agent requiring TIPS training shall, within ninety days from the beginning of his or her employment with a licensee, complete a TIPS program. If the Liquor Commissioner requires TIPS training for temporary liquor license holders, any person who sells or serves alcoholic beverages pursuant to such license shall show proof of completion of the TIPS program or alternative training as approved by the Liquor Commissioner.
   (e)   A photocopy of a current certificate required by this section shall be maintained by the establishment in a manner that will allow inspection, upon demand, by any representative of the Liquor Commissioner.
   (f)   The Liquor Commissioner reserves the right to require TIPS training for employees of any establishment when deemed necessary. A ruling of this kind shall remain binding until repealed by the Liquor Commissioner.
