(a) Any person who is licensed to sell alcoholic liquor at retail may renew his or her license at the expiration thereof, provided that he or she is then qualified to receive such a license and that the premises for which such renewal license is sought are suitable for such purpose. Such renewal privilege shall not be construed as a vested right which would in any case prevent the President of the Board of Trustees from decreasing the number of licenses to be issued within his or her jurisdiction.

(b) Upon a licensee's failure to renew a license issued for the previous fiscal year within thirty days from the renewal date, or upon the failure of the licensee to continue the business for which the premises are licensed for ninety days without reasonable cause, such license for that business shall be forever terminated.
