Upon the expiration of a license, a new application shall be made before a new license is issued. On receipt of such an application, the Village Clerk shall at once proceed to make an investigation of the applicant, as required by the ordinances of the Village, or shall transmit such application to the proper department for such investigation. If the report recommends the granting of the license, the Clerk shall notify the applicant, and upon payment of the license fee, the Clerk, if authorized to do so by the President of the Board of Trustees, shall issue to the applicant a license bearing the seal of the Village.
