Whenever it appears from the license registers or books kept by the Village Clerk that a person holding any license or permit of any kind, or a privilege granted by the Village, has failed to pay the amount due thereon, the Clerk shall report the fact to the President of the Board of Trustees, whose duty it is to promptly revoke such license, permit or privilege.
