(a) No license required under this Title Two of Part Eight - the Business Regulation and Taxation Code shall be issued if one or more of the following conditions are determined to exist:
(1) The building or premises or business activity of the applicant does not comply with the provisions of the fire regulations, health regulations or any and all ordinances of the Village and State statutes relating to health and fire regulations, as applicable.
(2) The building or premises of the applicant are so unsanitary or unsafe as to endanger the public safety, health or welfare.
(3) The applicant is indebted to the Village.
(b) All licenses are conditioned upon the continued compliance with paragraphs (a)(1) and (a)(2) hereof.
