(a) All annual licenses expire on December 31 of each year. All fees therefor are due on January 1.

(b) All fees shall be paid in the full amount of the yearly fee, regardless of when the license is applied for in the year.
(c) No license holder shall receive a refund or rebate of any type for any reason.
